Les États-Unis, après une absence notoire de près de cinq ans, ont marqué leur retour à l’UNESCO, le sanctuaire international du patrimoine culturel et éducatif. Cette réintégration fait écho à la volonté ferme du président Biden de renforcer la position américaine sur la scène internationale.
Retour sur l’événement : Le 10 juillet, le secrétaire d’État américain, Antony Blinken, a signé le document d’acceptation de l’Acte constitutif de l’UNESCO. Cette démarche est devenue officielle avec la remise du document au Royaume-Uni, garant de cet Acte.
Le 25 juillet, c’est à Paris, au siège même de l’UNESCO, que la Première dame Jill Biden a souligné l’importance de cette réintégration. Mme Biden a affirmé : “Certains des plus grands défis de notre époque ne peuvent être résolus en solitaire.”
Audrey Azoulay, la directrice générale de l’UNESCO, a décrit ce retour comme un “moment historique”. Les ressources supplémentaires qui accompagneront le retour des États-Unis seront essentielles pour soutenir les programmes de l’UNESCO dédiés à l’éducation, à la culture et à la liberté de la presse.
L’ambassadrice en action : Erica Barks-Ruggles, nouvelle cheffe de la mission des États-Unis auprès de l’UNESCO, s’attaquera aux défis globaux tels que l’élargissement de l’accès à l’éducation, la préservation du patrimoine culturel, et la mémoire de l’Holocauste.
Le départ des États-Unis en 2018 avait laissé un vide financier pour l’UNESCO, les contributions américaines constituant alors 22 % de son budget. Leur retour s’annonce donc comme une bouffée d’air frais pour l’organisation.
La réintégration de l’UNESCO par les États-Unis met en évidence le credo du secrétaire d’État Blinken : “Les États-Unis sont plus forts, plus sûrs et plus prospères lorsqu’ils dialoguent avec le reste du monde.”
