Modification de la loi 2019-43 portant Code électoral : Vers des partis politiques forts et unis
Cinq jours après une tentative infructueuse de révision de la Loi fondamentale du pays, les députés de la neuvième législature ont adopté la loi 2024-13 modifiant et complétant la loi 2019-43 du 15 Novembre 2019 portant Code électoral en République du Bénin. Une initiative, dont une des finalités semble être la construction de grands ensembles politiques véritablement forts.
Ainsi, le texte modifié par les honorables députés de la neuvième législature a corsé les critères de répartition des sièges à l’Assemblée nationale. Précédemment, il était exigé des partis politiques ayant compéti dans le cadre des élections législatives, 10% des suffrages exprimés sur le plan national était exigé pour prendre part à la répartition des sièges au Parlement. Alors que certaines se faisaient entendre pour demander la baisse de ce taux, notamment le parti Les Démocrates qui souhaitait passer à 5%, la majorité des députés est allé à rebrousse-poil à la surprise générale.
Visiblement, pour les députés, mener une telle démarche ne ferait que fragiliser la réforme du système partisan. Et à défaut de maintenir le statu quo, les parlementaires ont décidé de renforcer le texte existant. A compter de 2026, seuls les partis politiques ayant totalisé au moins 20% des l’ensemble des suffrages exprimés au plan national peuvent prétendre à la répartition des sièges à l’Assemblée nationale.
