La révolution de la protection sociale au Bénin : Des soins de santé gratuits pour les plus démunis
Depuis avril 2016, le gouvernement béninois s’engage activement dans l’amélioration de la protection sociale, en particulier pour les populations les plus vulnérables. Cette cause est devenue une priorité incontournable, soulignant ainsi l’importance accordée à ce sujet parmi les 45 projets du Plan Stratégique de Gestion (PSG) 2016-2021. L’un de ces projets, inscrit au pilier 3, vise spécifiquement le renforcement du capital humain à travers une assurance sociale.
Le Projet ARCH de la commune de So Ava , permet à de nombreuses personnes de bénéficier gratuitement de soins de santé grâce au volet assurance maladie du projet. Les services offerts incluent la prise en charge de la consultation prénatale, du paludisme et de l’accouchement, sans aucun frais. Cependant, certaines charges ne peuvent être couvertes et nécessitent une prise en charge à l’hôpital de zone.
Pour garantir des soins de qualité à tous les patients sans frais supplémentaires, des techniques d’accueil et de contrôle rigoureuses sont mises en place. Les patients se présentent au centre de santé avec leur carte d’assurance, qui est authentifiée pour vérifier leur éligibilité. Après identification, une fiche de soins est remplie pour les patients assurés, leur permettant de bénéficier de traitements et de médicaments sans débourser le moindre centime. Cette initiative est vivement saluée par les bénéficiaires, qui expriment leur gratitude envers les autorités pour leur soutien sans réserve.
La mise en place de la phase de généralisation du volet assurance maladie du projet est une réalité depuis plusieurs mois. Cette assurance couvre gratuitement toutes les consultations générales, 22 affections et traitements médicaux, ainsi que les analyses biomédicales nécessaires. De plus, les médicaments essentiels pour une prise en charge efficace de ces affections, inclus dans le panier 1 des soins, sont également fournis gratuitement aux bénéficiaires.
Il est essentiel d’évaluer l’implication du centre hospitalier d’Abomey- calavi dans la mise en œuvre de ce projet, en particulier pour les bénéficiaires de l’assurance maladie. En termes de chirurgie, les pathologies prises en charge sont répertoriées dans le catalogue établi. Les urgences de chirurgie digestive, telles que les appendicites et les péritonites, ainsi que les pathologies des membres supérieurs et pelviens, font partie des interventions réalisées. Le centre hospitalier fait face à de nombreux cas, notamment des patients en provenance des régions lacustres, présentant des pathologies négligées telles que les hernies étranglées ou les appendicites aiguës.
Les enfants bénéficient également d’une prise en charge particulière pour les cas d’infections des voies respiratoires. Cependant, certaines affections, bien que moins fréquentes, ne sont malheureusement pas encore prises en charge, notamment chez les diabétiques défavorisés
