📜🔍 Bénin Instaure un Registre des Bénéficiaires Effectifs pour Contrer le Blanchiment de Capitaux
Dans une initiative audacieuse pour renforcer la transparence et combattre le blanchiment de capitaux ainsi que le financement du terrorisme, le Conseil des Ministres du Bénin, sous la présidence de Monsieur Patrice Talon, a approuvé la création d’un registre des bénéficiaires effectifs. Cette mesure, prise lors de la réunion du 24 avril 2024, vise à établir un contrôle accru sur les transactions immobilières et foncières dans le pays.
Le secteur de l’immobilier et du foncier, identifié par divers rapports tant nationaux qu’internationaux, est particulièrement vulnérable au blanchiment d’argent. Ces transactions, souvent réalisées sous couvert d’anonymat et d’opacité, facilitent l’infiltration de fonds illicites dans l’économie légale. Le Bénin, conformément aux recommandations du Groupe d’Action Financière (GAFI), a donc pris des mesures pour adresser cette problématique de front.
Le nouveau registre, qui sera géré par l’Agence nationale du Domaine et du Foncier, consistera en la collecte, la vérification et la publication des informations relatives aux bénéficiaires effectifs de propriétés foncières. Ce système permettra une traçabilité accrue des propriétaires réels derrière les entités juridiques et autres structures opaques, rendant ainsi les transactions plus transparentes et moins susceptibles d’être utilisées à des fins malveillantes.
La mise en place de ce registre est une avancée significative dans la lutte contre le blanchiment de capitaux au Bénin. Elle implique non seulement une meilleure régulation du marché immobilier et foncier mais aussi une amélioration de la confiance des investisseurs et des partenaires financiers internationaux. Le ministre de l’Economie et des Finances, chargé de la mise en œuvre, jouera un rôle crucial dans l’application effective de ce décret.
La création du registre des bénéficiaires effectifs est un pas important vers une gouvernance économique plus transparente et plus régulée au Bénin. En se dotant de cet outil, le gouvernement béninois montre son engagement à adhérer aux standards internationaux de lutte contre le blanchiment de capitaux et le financement du terrorisme. Cette initiative pourrait servir de modèle pour d’autres nations confrontées à des défis similaires.
