🌐🔒 Bénin Adopte des Mesures Cruciales en Cybersécurité et Coopération Monétaire
Au cours d’une session parlementaire majeure tenue les 23 et 24 janvier 2024, l’Assemblée nationale du Bénin a franchi un cap décisif en matière de cybersécurité et de coopération monétaire. Sous la supervision du Garde des Sceaux, ministre de la Justice et de la Législation, Yvon Détchénou, les députés ont abordé cinq des sept points à l’ordre du jour avec une attention particulière pour les enjeux de la cybersécurité et la protection des données à caractère personnel.
Un des points forts de la session a été l’adoption unanime d’une loi autorisant la ratification de l’accord de coopération monétaire signé à Abidjan le 21 décembre 2019, entre les gouvernements des États membres de l’Union Monétaire Ouest Africaine et le gouvernement français. Le groupe parlementaire “Les Démocrates”, sous la houlette de son président Nouréni Atchadé, a justifié son vote favorable par une déclaration soulignant l’importance de cet accord pour la stabilité monétaire et l’intégration économique régionale.
En outre, les législateurs ont accordé leur consentement à la ratification de la Convention de l’Union Africaine sur la cybersécurité et la protection des données à caractère personnel. Cette convention, détaillée en trente-huit articles répartis en quatre chapitres, vise à établir un cadre juridique robuste pour le cyberespace africain. Elle aborde des aspects essentiels tels que les transactions électroniques, la protection des données, la promotion de la cybersécurité et la lutte contre la cybercriminalité.
L’objectif de ce projet de loi est de renforcer la confiance et la sécurité dans le cyberespace africain, tout en s’alignant sur cinq orientations stratégiques clés. Celles-ci comprennent l’élaboration d’une politique de cybersécurité à l’échelle de l’Union Africaine, l’instauration de principes de cyberéthique, l’organisation du commerce électronique et de la signature électronique, la structuration d’un cadre juridique pour la protection des données personnelles, et la mise en place d’un cyberdroit pénal adapté à la cybercriminalité.
En conclusion, ces développements législatifs au Bénin témoignent de l’engagement du pays à participer activement à l’élaboration de solutions régionales aux défis monétaires et numériques. La ratification de ces conventions et accords marque une étape importante dans la consolidation de la coopération régionale et le renforcement de la sécurité numérique, essentiels pour le développement économique et technologique de l’Afrique de l’Ouest.
