🌍🤝 Bénin : Signature d’un Mémorandum historique pour accélérer le financement climatique
Le 23 avril 2025, en marge des Assemblées de printemps du Groupe de la Banque mondiale et du Fonds monétaire international à Washington, le Gouvernement de la République du Bénin a signé un mémorandum-cadre inédit avec plusieurs partenaires internationaux majeurs. Cet accord vise à structurer de manière coordonnée le financement climatique pour soutenir les ambitions du Bénin en matière de résilience, de développement durable et de création d’emplois.
Le mémorandum rassemble des institutions de poids, notamment le Groupe de la Banque mondiale (BIRD, IDA, IFC), la Banque africaine de développement (BAD), la Banque asiatique d’investissement dans les infrastructures (AIIB) et le Fonds OPEC. Pour la première fois, ces partenaires s’engagent à travailler ensemble autour d’une matrice commune de politiques climatiques avec un pays africain, marquant une étape décisive pour l’intégration de l’action climatique dans la planification macroéconomique nationale.
Ce cadre de collaboration repose sur les réformes engagées par le Bénin dans le cadre du programme de Résilience et de Durabilité signé avec le FMI en décembre 2023. Il vise à renforcer les capacités institutionnelles pour concevoir et mettre en œuvre des projets climatiques, à aligner les instruments financiers comme les obligations vertes et les financements mixtes sur les objectifs de développement durable, ainsi qu’à améliorer la transparence et la redevabilité dans la gestion des ressources climatiques.
Les premiers engagements financiers sont déjà annoncés. Le Fonds OPEC a débloqué une enveloppe de 30 millions d’euros et l’Union européenne prévoit une contribution de 28 millions d’euros en 2025, avec des financements supplémentaires envisagés pour 2026. Ces appuis financiers démontrent la volonté des partenaires de passer rapidement de la conception à la mise en œuvre effective des politiques climatiques au Bénin.
Lors de la cérémonie de signature, le ministre d’État chargé de l’Économie et des Finances, Romuald Wadagni, a salué une avancée majeure pour le pays. Il a exprimé sa gratitude envers les partenaires pour leur confiance et a souligné que cet accord permettra de renforcer les institutions béninoises et de soutenir des projets à fort impact en matière de résilience climatique.
De leur côté, les représentants de la Banque mondiale et de l’IFC ont également salué le leadership du Bénin, mettant en avant l’importance de la coordination entre bailleurs pour atteindre les objectifs de développement durable et créer des opportunités d’emplois de qualité, notamment pour les jeunes.
Ce mémorandum-cadre s’inscrit dans la dynamique lancée lors de la Table ronde sur le financement climatique organisée à Cotonou en juillet 2024 et approfondie lors de la COP29 à Bakou. Il marque l’entrée en phase active de la Plateforme de Financement Climatique du Bénin, qui inclut déjà des initiatives telles que la monétisation du carbone, des instruments de crédit renforcés et des mécanismes innovants d’adaptation et d’atténuation aux effets du changement climatique.
En consolidant cette approche, le Bénin confirme son ambition de devenir un modèle de croissance verte et résiliente en Afrique de l’Ouest, tout en mobilisant massivement des capitaux publics et privés pour soutenir sa transition écologique
