🔍 Scandale diplomatique : pourquoi un retraité gabonais réclame 30 millions FCFA à l’Ambassade du Bénin ? 🇬🇦🇧🇯
Un retraité gabonais réclame une somme de 30 millions FCFA à la représentation diplomatique du Bénin à Libreville pour des loyers impayés sur plusieurs années. Selon le quotidien gabonais L’Union, l’affaire remonte à mars 2017, lorsque le retraité a signé un contrat de bail avec l’Ambassade du Bénin. La maison, destinée à loger l’attachée communautaire et culturelle de la représentation diplomatique, a été occupée jusqu’en juin 2018.
En exerçant son droit de reprise en 2018 pour y loger son fils, le propriétaire a demandé la restitution des clés après que la réfection des lieux ait été effectuée, suite aux dégradations constatées. Malgré un engagement du consulat à remettre la maison en état dans un délai de 30 jours, ni les travaux n’ont été réalisés ni l’attachée n’a quitté les lieux. Le bailleur n’a jamais récupéré ses clés, et les loyers impayés se sont accumulés, atteignant la somme de 30 millions de FCFA au 30 septembre 2024.
Tentant de faire valoir ses droits, le retraité s’est heurté à plusieurs obstacles juridiques. Le Tribunal de première instance de Libreville s’est déclaré incompétent en se référant à l’article 31 de la convention de Vienne sur les relations diplomatiques et consulaires de 1961, qui accorde une immunité aux missions diplomatiques. Face à cette situation, le propriétaire a tenté de résoudre l’affaire par des voies diplomatiques en saisissant le ministère des Affaires étrangères du Gabon, qui a transmis le dossier à son homologue béninois, ainsi qu’à la présidence gabonaise.
Cependant, malgré ces efforts, aucune solution n’a encore été trouvée. Christian Marius Akadjame, attaché consulaire, a expliqué à L’Union que le Consul honoraire du Bénin à Libreville n’a pas l’autorité pour régler ce type de problème, suggérant que l’affaire soit directement traitée entre les ministères des Affaires étrangères des deux pays.
Cette affaire alimente les débats dans la presse gabonaise et fait grand bruit sur les réseaux sociaux, où de nombreux internautes suivent de près les développements de cette réclamation.
