🪙📜 Le refus des billets et pièces usés : une habitude tenace malgré les directives officielles 🇧🇯
La vieille habitude de refuser des billets froissés et des pièces usées persiste parmi les commerçants et consommateurs béninois, malgré les clarifications apportées par les autorités compétentes. Cette tendance, souvent justifiée par des superstitions ou des préjugés, vient perturber les transactions quotidiennes et nuit à la confiance en la monnaie ayant cours légal.
Ces derniers jours, de nombreux citoyens ont témoigné de la frustration engendrée par de telles pratiques. Mme Fanou raconte qu’un vendeur a refusé son billet de 100 francs sous prétexte qu’il était “un peu trop lisse”. Quant à Mme Dossou, elle se souvient d’une altercation dans un bus où le conducteur a refusé son billet de 1000 francs jugé “fatigué”.
Cette méfiance ne se limite pas aux billets. Une idée fausse circule concernant les pièces de 5 et 10 francs CFA, certains croyant qu’elles sont destinées à des rituels. Face à cela, des citoyens alertent sur la nécessité de mieux maîtriser les textes. En effet, le refus de la monnaie ayant cours légal au sein de l’UEMOA est sanctionné par les textes en vigueur.
La monnaie, qu’elle soit en pièces ou en billets, est avant tout un intermédiaire d’échanges. Refuser cette monnaie sur des bases superficielles porte atteinte à cette fonction principale. La BCEAO, l’institution en charge de la mise en circulation de la monnaie dans la région, a confirmé que tous les billets et pièces, quels que soient leur état, ont cours légal.
Face à cette situation, le gouvernement du président Patrice Talon a pris position. Un communiqué du ministre de l’économie et des finances daté du 6 octobre 2022 met en garde contre cette pratique. Le ministre insiste : “Aucune pièce de monnaie n’est dédiée à une divinité”, et toutes les monnaies “ont toujours cours et pouvoir libératoire sur toute l’étendue du territoire national et dans tous les pays de l’union monétaire ouest-africaine.”
Les citoyens sont également informés qu’ils peuvent échanger gratuitement leurs pièces ou billets usés au guichet de la BCEAO. Il est important que commerçants et consommateurs respectent ces directives pour assurer la fluidité des transactions économiques et préserver la confiance dans la monnaie nationale.
