🇨🇩 RDC : Le président Tshisekedi annonce la création d’une commission pour réviser la Constitution

Le président de la République démocratique du Congo (RDC), Félix Tshisekedi, a annoncé la mise en place d’une commission en 2024 pour examiner une révision de la Constitution. S’adressant à ses partisans à Kisangani, dans le nord-est du pays, le président a déclaré que la Constitution actuelle, adoptée en 2006, présente des faiblesses et n’est plus adaptée aux réalités contemporaines du pays.

Une révision nécessaire selon le président

Félix Tshisekedi, qui en est à son deuxième et dernier mandat en vertu de la Constitution actuelle, a souligné plusieurs points problématiques, notamment la formation tardive des gouvernements et la gestion des assemblées provinciales, qu’il a accusées d’être manipulées par des intérêts égoïstes. Il estime que ces dysfonctionnements justifient une révision de la Loi fondamentale.

Cette initiative fait écho à une demande croissante de la part du parti présidentiel, l’UDPS (Union pour la Démocratie et le Progrès Social), qui appelle depuis plusieurs semaines à cette révision. En octobre, le secrétaire général de l’UDPS avait déjà évoqué l’idée, citant les recommandations du défunt chef du parti, Étienne Tshisekedi, en faveur d’un tel changement.

Des critiques de l’opposition

Cependant, cette annonce suscite des inquiétudes au sein de l’opposition. Certains opposants soupçonnent le président Tshisekedi de vouloir utiliser cette révision pour prolonger son mandat au-delà de la limite fixée par la Constitution actuelle. Le président a rejeté ces accusations, affirmant que la révision du mandat présidentiel n’est pas à l’ordre du jour.

La Constitution de 2006 est la troisième loi fondamentale adoptée par le pays depuis son indépendance, et elle a été modifiée pour la dernière fois en 2011. Ce texte est le fruit d’un long processus qui a émergé à la suite de l’accord de paix et du gouvernement d’unité nationale de 2003.

Vers une réforme institutionnelle ?

La révision de la Constitution pourrait apporter des changements majeurs dans la gouvernance du pays, alors que la RDC continue de faire face à des défis politiques et institutionnels. Il reste à voir si cette réforme sera perçue comme une opportunité de modernisation ou comme un moyen pour le président Tshisekedi de renforcer son emprise sur le pouvoir.
