Selon le dernier rapport de Save the Children, intitulé “Stop the War on Children”, près de 500 millions d’enfants, soit plus d’un sur six dans le monde, vivent actuellement dans des zones de conflit. Le rapport fait état d’une augmentation préoccupante des violations des droits des enfants en 2023, avec plus de 31 000 cas documentés, incluant des agressions sexuelles, des attaques contre des écoles et le refus d’accès à l’aide humanitaire.

Des violations en hausse alarmante

En 2023, les violations graves des droits des enfants, telles que les meurtres, les mutilations et les agressions, ont atteint un niveau critique. Depuis que l’ONU a commencé à documenter ces violations en 2010, l’année 2023 enregistre l’un des bilans les plus sombres, avec 31 725 violations. Parmi celles-ci, 3 250 incidents concernent le refus d’accès à l’aide humanitaire, notamment en Palestine. Ces données montrent une augmentation de 14 % par rapport aux années précédentes, soit une moyenne de 86 violations par jour.

L’impact dévastateur des conflits

Le rapport souligne que 473 millions d’enfants vivent dans des zones de conflit en 2023, un nombre qui continue de croître depuis trois décennies. Parmi les raisons principales de cette augmentation, on trouve la multiplication des conflits impliquant des États membres de l’ONU, qui sont actuellement au nombre de 59 — le plus élevé depuis la fin de la Seconde Guerre mondiale. En parallèle, les dépenses militaires mondiales atteignent des sommets, s’élevant à 2,4 trillions de dollars en 2023, tandis que l’aide au développement internationale a chuté à seulement 15,3 milliards.

Le contraste entre l’augmentation des dépenses militaires et la baisse de l’aide humanitaire met en lumière un monde plus disposé à investir dans les conflits que dans la paix. La situation des enfants vivant dans ces zones de guerre est plus désastreuse que jamais, et le rapport appelle à une action urgente pour protéger les plus vulnérables et stopper les violences qui continuent de les affecter.
