Dans une initiative audacieuse visant à rétablir la stabilité et à promouvoir le développement agricole, le gouvernement du Bénin a mis en œuvre un plan de sortie de crise pour les Coopératives d’Aménagement Rural (CAR). Après des décennies de turbulences, ces coopératives, créées au début des années 1960, étaient confrontées à une crise profonde mettant en péril leur fonctionnement et leur contribution à l’économie agricole du pays. Cependant, grâce à des mesures fermes et à une volonté politique sans précédent, le gouvernement a entrepris des actions fortes pour résoudre les problèmes et restaurer la confiance dans le secteur.
Sous l’impulsion du président Patrice Talon, le gouvernement a adopté en Conseil des Ministres un plan de sortie de crise visant à réorganiser et à revitaliser les CAR. Une série d’actions ont été mises en place pour remédier aux problèmes systémiques et promouvoir une gouvernance saine et transparente au sein des coopératives. La première étape a été la mise en place d’une commission nationale d’appui au déroulement du processus d’actualisation des registres de coopérateurs des CAR. Cette mesure a permis d’établir un système clair et à jour pour l’identification et la gestion des membres des coopératives, renforçant ainsi la transparence et l’efficacité des opérations.
Dans le cadre de cette initiative, des conseils de familles ont été organisés pour désigner les représentants des coopérateurs décédés, garantissant ainsi la continuité des droits et des intérêts des membres et de leurs familles. Des audiences foraines ont également été tenues, où les juges des tribunaux compétents ont rendu des décisions permettant la régularisation des actes de naissance, des actes de décès et l’homologation des décisions des conseils de famille. Parallèlement, le gouvernement a élaboré des statuts et un règlement intérieur types conformes à l’acte uniforme de l’OHADA relatif au droit des sociétés coopératives. Cette mesure visait à renforcer la gouvernance interne des CAR et à harmoniser leurs pratiques avec les normes internationales.
Les premiers Conseils d’Administration, élus dans le cadre de la réforme, ont pris en charge la gestion des coopératives, soutenus par des actions de formation et d’accompagnement. Des efforts considérables ont été déployés pour améliorer les performances des CAR, notamment par le renouvellement des plantations de palmier à huile sur une superficie de plus de 2500 hectares et la mise en place d’un mécanisme de contractualisation pour la vente des régimes de palme. Malgré ces avancées significatives, une récente audit réalisé par l’Inspection Générale des Finances (IGF) a révélé des défaillances administratives, financières et comptables. Le gouvernement s’est engagé à poursuivre les administrateurs coupables de malversations et à renforcer les mécanismes de contrôle interne pour éviter de telles déviations à l’avenir.
Dans les perspectives à venir, le gouvernement envisage de réviser les statuts et le règlement intérieur des CAR pour renforcer davantage leur fonctionnement. Des mesures de formation et de sensibilisation seront également déployées pour renforcer les capacités des membres des Conseils d’Administration et des Conseils de Surveillance, en mettant l’accent sur la reddition de comptes et l’obligation fiscale. Le gouvernement entend également accroître les superficies de palmier à huile, offrant un prix spécial aux trois meilleures coopératives. Dans le même temps, des efforts seront déployés pour réviser le schéma de contractualisation afin de mieux impliquer les femmes transformatrices dans les milieux de production.
Grâce à ces actions décisives, le gouvernement béninois a pris des mesures cruciales pour résoudre la crise des Coopératives d’Aménagement Rural. Les résultats sont encourageants, mais des défis subsistent. Cependant, avec une volonté politique soutenue et une collaboration étroite entre toutes les parties prenantes, le Bénin est sur la bonne voie pour revitaliser ce secteur clé de son économie agricole et promouvoir une croissance durable et inclusive.
