🌟 Innovation Gouvernementale au Bénin : Lancement du Collège des Ministres Conseillers 🌟

Le gouvernement béninois, dans un élan de renouvellement de ses structures et d’optimisation de l’efficacité de son action, a franchi un pas significatif avec la création du Collège des ministres conseillers à la Présidence de la République. Cette initiative, décrétée le 9 janvier 2024 par le décret N° 2024 – 006, marque une évolution notable dans la gouvernance du pays.

Un Collège sous Haute Autorité

Placé directement sous l’autorité du Chef de l’État, ce collège est composé de ministres conseillers dont les secteurs d’intervention sont définis par le Président de la République. Leur mission principale est double : contribuer à la définition de la politique gouvernementale et veiller à l’application concrète du programme d’actions du gouvernement.

Des Missions Détaillées

Les ministres conseillers ont pour rôle de participer activement à l’élaboration des politiques sectorielles, à la préparation des discours politiques, et à la proposition de solutions adaptées aux divers enjeux rencontrés par l’État. Ils assurent également le suivi des projets gouvernementaux et la coordination avec les différentes cellules de suivi de la Présidence et les ministères sectoriels.

Un Financement Assuré

Pour garantir l’efficacité de ce nouveau corps, les frais de fonctionnement du Collège des ministres conseillers sont alloués via une ligne budgétaire spécifique dans le budget de la Présidence. Ceci témoigne de la volonté de l’État de doter ce collège des moyens nécessaires à l’accomplissement de ses missions.

Un Appui Institutionnel

Le décret stipule également que les autorités politico-administratives et les responsables départementaux sont tenus de faciliter le travail des ministres conseillers sur le terrain. Cette mesure vise à assurer une collaboration efficace entre les différents niveaux de l’administration et le Collège.
