Bénin : quel bilan dans le secteur sanitaire en 2023 🩺
L’année 2023 a été marquée par plusieurs réformes importantes dans le secteur de la santé au Bénin. Ces réformes ont été menées dans le cadre du programme d’action du gouvernement, qui vise à améliorer l’accès aux soins de santé pour tous les Béninois.
Couverture sanitaire universelle
L’une des réformes les plus importantes est la mise en œuvre de la couverture sanitaire universelle (CSU). Le décret portant modalités de mise en œuvre de l’assurance maladie obligatoire a été adopté en 2023, et le gouvernement s’attelle à son démarrage effectif en 2024.
La CSU permettra aux Béninois de bénéficier de soins de santé gratuits ou à faible coût, quel que soit leur statut socio-économique. Elle devrait contribuer à améliorer l’accès aux soins de santé pour les populations les plus vulnérables.
Formation et recrutement des ressources humaines
Le gouvernement a également accordé une attention particulière à la formation et au recrutement des ressources humaines de qualité dans le secteur de la santé. En 2023, 30 Ingénieurs des hôpitaux ont été recrutés. Ces ingénieurs vont servir dans les hôpitaux universitaires et contribuer à la prestation de soins de santé de la population.
Le test écrit pour le recrutement de près de 1200 agents de santé est également devenu effectif en 2023. Ce programme prévoit une formation continue pour les agents de santé, qui leur permettra de poursuivre leurs études ou de s’installer en libéral.
Politique nationale de santé communautaire
Le gouvernement a également procédé au démarrage du processus d’évaluation de la phase pilote de la mise en œuvre de la politique nationale de santé communautaire. Cette politique vise à améliorer l’accès aux soins de santé de base dans les zones rurales et périurbaines. Le gouvernement se prépare également à la mise à l’échelle de cette politique dans les mois à venir.
Renforcement du plateau technique
Les efforts pour le renforcement du plateau technique via les constructions et l’acquisition des équipements se poursuivent également.
A cet effet, le conseil des ministres a opté pour la création de l’Agence nationale de la maintenance hospitalière. L’objectif visé est de garantir la maîtrise et la pérennité des investissements dans le secteur de la santé. L’année 2023 est également marquée par la construction du centre hospitalier de Calavi, dont les activités sont prévues pour démarrer en 2024. Le centre accueille déjà ses premiers équipements.
Stage à l’étranger pour des médecins et paramédicaux
Enfin, le gouvernement a également marqué son accord en conseil des ministres pour la mise en stage pratique à l’étranger de 30 médecins et paramédicaux spécialistes en chirurgie cardiaque et en anesthésie réanimation. Cette mesure permettra à ces professionnels de renforcer leurs compétences en se frottant à des cas et à un flux dont ils n’ont pas nécessairement l’habitude au Bénin.
