🏛️ Surpopulation carcérale au Bénin : un défi urgent pour le système pénitentiaire 🇧🇯
Le Bénin fait face à une crise majeure dans ses établissements pénitentiaires, marquée par une surpopulation alarmante. Selon les chiffres présentés le 9 septembre 2024 par François Hounkpè, Directeur Général de l’Agence Pénitentiaire du Bénin (APB), les prisons du pays comptent actuellement 19 563 détenus pour une capacité largement dépassée. Avec un taux d’occupation de 298,85 %, le système pénitentiaire béninois est au bord de l’effondrement, soulevant d’importantes questions sur les conditions de détention et la gestion des prisons.
Sur ce nombre, 18 566 sont des hommes, 607 des femmes et 390 des mineurs. Ces chiffres révèlent une répartition classique mais préoccupante, surtout pour les mineurs qui sont censés être placés dans des centres adaptés. Or, l’engorgement des établissements ne permet pas de garantir des conditions de détention décentes, ni de favoriser une véritable réinsertion sociale.
Le Bénin dispose de trois prisons civiles et de huit maisons d’arrêt, selon la cartographie pénitentiaire présentée par François Hounkpè. Les prisons civiles accueillent principalement des détenus purgeant de longues peines, tandis que les maisons d’arrêt sont destinées aux détenus en attente de jugement ou condamnés à des peines de courte durée, ne dépassant pas deux ans. Cependant, cette répartition peine à alléger la pression sur le système carcéral.
Cette situation reflète également un “faible maillage du territoire national” en matière d’infrastructures pénitentiaires. Le nombre insuffisant d’établissements et leur gestion inefficace posent de sérieux défis. Face à cette réalité, l’APB appelle à des réformes urgentes pour désengorger les prisons et améliorer les conditions de vie des détenus. Cela passe par la construction de nouveaux centres de détention, la promotion des peines alternatives et une meilleure gestion des flux judiciaires, notamment pour éviter les longues détentions provisoires qui contribuent fortement à la surpopulation.
