Depuis 1990, le Bénin, souvent cité comme un modèle de démocratie en Afrique, n’a pourtant pas échappé aux histoires de tentatives de coup d’État. De Nicéphore Soglo à Patrice Talon, en passant par Boni Yayi et Mathieu Kérékou, ces affaires ont marqué l’histoire politique du pays. Étonnamment, elles se sont presque toujours terminées par des acquittements, des grâces ou des réhabilitations, laissant planer des doutes sur leur bien-fondé et leurs motivations.

Un héritage de l’instabilité politique des années 1960

Les années 1960 ont vu le Bénin – alors Dahomey – sombrer dans une instabilité chronique, avec une succession de coups d’État militaires. Cette période troublée a pris fin en 1972 avec le coup d’État du 26 octobre, qui a instauré le régime marxiste-léniniste de Mathieu Kérékou. Pendant ses 17 ans de règne, plusieurs tentatives de putsch ont été enregistrées, dont l’agression de 1977. Paradoxalement, les auteurs de ces actes ont, pour la plupart, été amnistiés et réhabilités, certains devenant même des figures influentes de la politique nationale.

Les coups d’État sous le Renouveau démocratique

Depuis 1990, le Bénin a vu émerger de nombreuses affaires de tentative de coup d’État impliquant des personnalités civiles et militaires, souvent suivies d’acquittements ou de grâces présidentielles. Sous le régime de Nicéphore Soglo, le capitaine Tawès, exilé et condamné par défaut, fut gracié et réhabilité, devenant attaché militaire à l’étranger. Le commandant Édouard Agbémadokpohou, accusé à tort en raison de ses liens avec le Nigeria, fut blanchi après neuf mois de détention. Sous Boni Yayi, les affaires de Johannes Dagnon et Pamphile Zomahoun, accusés de tentative de putsch en 2013, se soldèrent par des grâces présidentielles, tout comme celle de Patrice Talon, impliqué dans une tentative d’empoisonnement. Ces exemples, auxquels s’ajoutent les réhabilitations du général François Kouyami et du colonel Janvier Assogba sous Mathieu Kérékou, illustrent une constante dans l’histoire politique béninoise : les accusés de complots contre l’État finissent souvent par être réintégrés ou graciés, renforçant le scepticisme de la population face à ces accusations récurrentes.
